Home Visiting Programs

FACT of Virginia has established a limited emergency fund project to assist families working with Virginia’s Maternal, Infant, and Early Childhood Home Visiting (MIECHV) programs. FACT recognizes that financial stress and unexpected expenses can threaten family stability.
A budget of $100,000 has been made available for 20 awards of $5,000 to be made for the provision of direct financial support of up to $1,000 per household for families enrolled with MIECHV programs who face a financial emergency.

Eligibility Criteria:

  • Funds must be spent within one year of the notice of award.
  • Requests must be submitted by MIECHV Programs by Thursday, March 7, 2024.
  • This award is distributed on a reimbursement basis. As such, programs awarded funds under this project will be reimbursed up to $5,000 upon completion of a brief narrative report, invoice, and submission of receipts to FACT’s Executive Director. FACT’s Executive Director shall have sole authority to determine whether submitted expenses are reimbursable under this program.*
  • Payment will be made via check from the Virginia Department of Treasury within 30 days of approved invoice.

Programmatic Criteria:

  • This project is intended to provide direct, flexible, emergency, financial assistance for families at or near the poverty level. It is intended to “fill in the gaps” of existing support, therefore, assistance provided to participating families or individuals should be flexible in nature.
  • Funds may only be used to directly pay vendors.
  • MIECHV Programs must have a coordinated referral and response protocol within thescope and reach of their service area(s) for families and/or individuals to access this financialassistance. This can be an existing process but must include documentation of due diligence in maximizing existing resources (rental assistance, food pantries, etc.) prior to accessing this limited award. This process should include information on but limited to:
    • How families will be selected to receive support
    • What level of support will be made available to families (up to $1,000)
    • What efforts will be made to ensure this support is not duplicating available support?

Timelines: This document with completed applicant questions below must be submitted electronically to FACT’s Executive Director, Nicole.poulin@dss.virginia.gov by Thursday, March 7, 2024. Notice of Awards will be sent within 10 days of receipt of applications. Funds must be expended within 1 year of receipt of the Notice of Award.
